New England Construction provided preconstruction and construction services on this high profile Providence project. Parcel 6 is directly across the street form the laborers' union. NEC leveraged our local relationships to achieve labor harmony on a mixed labor $26M project.
This project is the epitome of a collaborative approach to construction. The relationship between Owner, Contractor and A/E demanded the highest level of respect and partnership. As a major obstacle arose in an already logistically challenging site, the team focused collective effort in a successful resolution.
During construction, NEC and the Owner Group were faced with unprecedented and unforseen cost escalation due to the Covid pandemic.
Between structural steel, light gage metal studs, copper wiring and wood the project needed to address a $1M cost overrun issue. The team changed from a panelized wood system to purchasing the lumber directly, dividing the framing package between 2 subcontractors and stick building the 5 story apartments.
Every decision was a team decision. The project was a huge success in that the exhausted contingency addressed all but $150K and in a true collaborative fashion, the Owner split the cost with NEC.
NEC and D+P Real Estate partnered with RIHousing for this project with 31 of the 62 units reserved for workforce housing with income between 80% to 120% AMI.

Rumford Center Phase 1 is the major transformation of a historical landmark with deep local history. During the preconstruction phase the housing market drastically changed (2008) and the Owner Group made the decision to change the product from condominiums to rental apartments. The adaptive reuse and commitment to meeting the historical requirements of the project remained unchanged. this project was delivered on time and on budget.
Several years later, Peregrine engaged NEC for preconstruction services for ground up 80 units to complement the mill conversion. The accuracy of our conceptual estimating helped achieve cost certainty early in development. The conceptual budget and the contract amount for this large scale project varied by a mere $24,000.00.
Overall the project came in $150,000.000 under budget.
The original project schedule was August 2016 through October 2017. NEC completed the project on time with 100% schedule adherence and with precise construction sequencing. NEC worked with Peregrine and the City of East Providence to phase occupancy. We moved occupants in floor by floor achieving rental income 3 months earlier than expected.

New London, CT
Frontier in New London, Connecticut, is an adaptive reuse project transforming the former Frontier Communications complex at 208 State St., into a vibrant Class A office space located on the first floor and 40 units of work force housing. The project reimagines the existing single-story building by adding two stories to the existing structure. The scope also includes removing a portion of the existing roof and providing a new courtyard area for the commercial tenant and residents to enjoy, along with other community amenities while retaining much of the site’s original industrial character. Modern HVAC systems, power upgrades, and sustainable improvements—such as insulated exterior façade design and high efficiency windows ensure long term viability of the project. From its initial conceptual budget to its final construction costs NEC was able to reduce the overall budget by 23.8% and meet the developers’ financial constraints.
New England Construction is currently in Preconstruction for The Day an adaptive reuse and historic restoration project that transforms a prominent early to mid-20th-century buildings into a vibrant mixed-use development that adds 68 new units to the downtown area. The design preserves the building’s historic façade, masonry, window profiles, and decorative cornices, using period-appropriate materials and techniques to ensure compliance with the Secretary of the Interior’s Standards for Historic Preservation. The project reimagines the newsroom, mail room, warehouse, and printing press buildings. The changes accommodate residential lofts on the upper floors and flexible retail and community spaces at street level. The design maintains original ceiling heights, exposed brickwork, and key structural elements. Modern building systems, circulation upgrades, and sustainable improvements—such as efficient HVAC, insulation, and lighting—are integrated with minimal impact to the historic fabric. Overall, The Day celebrates New London’s industrial heritage by balancing preservation with contemporary design, contributing to the city’s ongoing downtown revitalization and cultural renewal.

New Bedford, MA
The 193–197 Union Street project is a six-story, approximately 43,000-square-foot mixed-use residential development located in downtown New Bedford, Massachusetts. Constructed on a previously vacant urban infill site, the project delivers 45 residential units above a ground-floor commercial and amenity level, helping to activate the streetscape and support the continued revitalization of the downtown district. The residential program includes a diverse mix of studio, one-bedroom, one-bedroom-plus, and two-bedroom apartments ranging from approximately 460 to 890 square feet, including accessible and hearing-impaired accessible units. Resident amenities include a fitness center, lounges, package and mail facilities, bicycle storage, elevator access, and landscaped outdoor gathering spaces.
The scope of work includes complete ground-up construction of the mixed-use building, encompassing structural, architectural, mechanical, electrical, plumbing, fire protection, and site development systems. Designed by Union Studio Architecture & Community Design, the building features a contemporary interpretation of New Bedford’s historic urban character through the use of brick masonry, fiber cement cladding, decorative architectural detailing, large window openings, and high-performance building envelope systems. Additional site improvements include streetscape enhancements, pedestrian access upgrades, landscaping, utility infrastructure, loading areas, and outdoor amenity spaces. The development incorporates sustainable design strategies, energy-efficient building systems, and modern life-safety features, creating a high-quality residential community that strengthens the city’s downtown core.
