The project was anchored by a 20,000-square-foot supermarket, establishing a high-traffic, neighborhood-serving retail destination that supported both residents and the broader downtown population. Two multi-story residential buildings were constructed, each incorporating ground-level retail space to create an active, pedestrian-friendly streetscape and encourage continuous engagement throughout the day.
To support the density and functionality of the site, the development included a post-tension parking garage and parking deck, providing efficient, durable parking solutions seamlessly integrated into the overall design. This approach maximized site utilization while ensuring convenient access for residents, retail tenants, and visitors.
The project also delivered a fully modernized utility infrastructure across the entire parcel. All systems were newly installed, including multiple electrical transformers to support current and future building demands, new water and gas services, and comprehensive fire suppression systems serving each structure. Phase 1 transformed the historic mill complex including nine buildings and 200,000 square feet into 88 units of living, 60,000 square feet of corporate office space and roughly 8,000 square feet of retail spaces. Part of this important project included coordination with local and national preservation authorities to upgrade and restore this historical building.
Phase 2 consisted of the expansion of the Rumford Center. This phase saw the ground up construction of 80 new residential units, enhancing this noteworthy space. The New England Construction team worked collaboratively with the architect, engineers and owner to understand the construction and budget risk for this massive project.
Frontier in New London, Connecticut, is an adaptive reuse project transforming the former Frontier Communications complex at 208 State St., into a vibrant Class A office space located on the first floor and 40 units of work force housing. The project reimagines the existing single-story building by adding two stories to the existing structure. The scope also includes removing a portion of the existing roof and providing a new courtyard area for the commercial tenant and residents to enjoy, along with other community amenities while retaining much of the site’s original industrial character. Modern HVAC systems, power upgrades, and sustainable improvements—such as insulated exterior façade design and high efficiency windows ensure long term viability of the project. From its initial conceptual budget to its final construction costs NEC was able to reduce the overall budget by 23.8% and meet the developers’ financial constraints.
